This 480 MW, base load, combined cycle, cogeneration plant is an Exempt Wholesale Generator that began commercial operations in June 1992. It has tolling agreements to generate power for Public Service of Colorado and Colorado Springs Utilities until March 2010 and March 2023 respectively. The wastewater from the plant is discharged to a zero discharge evaporation pond adjacent to the plant site operated by an affiliate of the one of owners.
